Flame-resistant clothing exists for one scenario: a short, violent exposure to flame or electric arc, where what a worker is wearing decides how bad the next sixty seconds get. Ordinary workwear can ignite and keep burning after the source is gone. FR fabrics self-extinguish, and that difference is the entire product.
Two standards do most of the talking. NFPA 2112 covers garments protecting against flash fire, the standard oil, gas, and chemical sites specify. NFPA 70E governs electrical safety and defines arc-rated clothing by incident energy categories, which is why electricians talk about cal/cm2 ratings rather than fabric names. Arc-rated garments are always flame-resistant; the reverse is not true, so the letters on the label matter.
OSHA supplies the legal force. General duty and industry-specific rules require employers to assess flame and arc hazards and provide appropriate protective apparel, and for electric utilities the requirement to match clothing to calculated incident energy is explicit. If your crews work energized equipment, hot work, or sites with flash fire potential, FR is not a style decision you get to make.
The layering rule surprises people: what is worn under FR matters. A meltable synthetic tee under a compliant FR shirt can injure worse than the FR prevents, because melted fiber continues the burn against skin. FR programs therefore spec base layers too, either FR-rated or non-melting natural fiber.
Branding FR garments is fully possible but must be done inside the system: embroidery on FR garments should use FR thread, and patches should be FR-backed, because a burning logo defeats a self-extinguishing shirt. This is a detail cheap decorators skip and auditors increasingly check.
Laundering is where FR programs quietly die. Most modern FR fabrics keep their protection for the life of the garment if washed correctly, but fabric softeners and bleach can coat or degrade fibers and reduce protection, and home washing makes compliance unverifiable. A managed laundering program with documented wash chemistry is how sites keep the rating they paid for.
Budget honestly: FR costs a multiple of standard workwear, which tempts sites to buy few pieces and stretch them. The better math runs the other way: enough units per worker to survive the wash rotation, retired on schedule when repairs or contamination compromise them. The garment is PPE; treat the line item the way you treat hard hats, not the way you treat tee shirts.
If you take one sentence to procurement: match the standard to the hazard assessment, buy the rating, and protect it with disciplined laundering. Everything else is color and fit.
Inherent versus treated is the vocabulary worth learning before a sales call. Inherent FR fibers (aramids and blends) carry protection in the fiber itself and cannot wash out; treated FR takes engineered cotton and applies flame-retardant chemistry rated for a defined number of launderings. Both are legitimate; they differ in hand-feel, price, and how laundering discipline affects their lifespan. Ask which you are buying and what its rated wash life is, in writing.
Arc-rated garments carry a number, and the number is the spec: the ATPV or energy rating in cal/cm2 printed on the label must meet or exceed the incident energy your electrical hazard analysis calculated for the task. Buying FR without that analysis is buying a rating at random. If no one can produce the study, that is the gap to fix before the clothing order, not after.
Plan the retirement path when you buy: FR garments leave service when damaged, contaminated with flammables, or repaired with non-FR materials, and someone must have the authority to pull a garment on sight. A visible retirement process (inspection at laundering, tagged removals, documented replacement) is what turns a box of expensive shirts into a protective-equipment program an auditor recognizes as one.
If you are starting an FR program from zero, the order of operations protects both people and budget: hazard assessment first, done by someone qualified to calculate incident energy where arcs are in play; standards mapping second, matching NFPA 2112 or arc ratings to what the assessment found; then garments, sized in a real fit session because PPE that is left unzipped for comfort is PPE that fails; then laundering, contracted with documented FR-safe chemistry; and finally training, so crews know why the melting tee under the compliant shirt matters. Skipping to step three, which is where every catalogue wants you to start, produces closets of expensive shirts and no program. FR done in sequence is one of the most defensible spends in operations; FR done backwards is the same money spent on a feeling.
